Mr. Kern provides clients with a wide range of experience at both the New York state as well as federal level. He focuses his practice on government affairs and public policy.
Mr. Kern assists business and not-for-profit clients in navigating the legislative and administrative landscape in Albany, New York City, and in Washington, DC. He has represented clients on a range of issues before the New York State Legislature, the Governor’s office, Executive branch agencies, and the US Congress. In the context of his representation of a not-for-profit patient advocacy association, he spearheaded an advocacy effort on both the local level in New York City and in Congress to secure funding for medical research, education and patient care.
As a member of the firm’s health care policy team, Mr. Kern is an editor and contributor to the firm’s Weekly Health Care Report highlighting critical health care developments in Washington, DC and across the country. He also follows Medicaid developments across all 50 states and in Congress and tracks news and information for health care clients regarding policy issues impacting their business.
Previously, Mr. Kern held positions in government at both the state and federal level. He served in the office of US Congressman Maurice Hinchey (D-NY), a member of the House Appropriations Committee. He also served in the US Department of Justice’s Office of Special Investigations where he translated Nazi-era witness testimony and suspect interrogations from German to English for use in future litigation. Mr. Kern’s extensive background in New York State politics includes serving in Governor Andrew Cuomo’s Regional Affairs Office and on the New York State Democratic Senate Campaign Committee
