Sean Carroll

Sean Carroll served as chief procurement officer for the State of New York from 2016 – 2023, and for various counties, cities, school districts across New York since 2005. He served under four Governors and managed more than 3000 contracts with annual spending exceeding $50 billion. He has expertise in end-to-end procurement, cyber policy, legislation, rulemaking and public policy in commodities, technology, DEI, social equity, sustainability and fair labor practices.

Prior to his government service Mr. Carroll managed a consulting firm for nearly 15 years. He provided services ranging from political to non-political campaign management, research, promotional material design, strategic planning for businesses and governments, technical writing, business development, and RFP response management.

Mr. Carroll currently serves as the chair of the Institute for Government Procurement Certification Commission (NIGP-CPP) as well as serving as a national board member of NIGP. He previously served as Chairperson of the NYS Procurement Council from 2016-23. He was the recipient of the 2021 NIGP National Leadership Award and was recognized as #5 in the Top 50 influencers in New York State by GOVTech Magazine.
